The video is a six-second demonstration of how to make a steak tartare, keeping with the microblog's policy of not allowing users to post videos longer than six seconds. Watch the video at: vine.co/v/bOIqn6rLeID

Vine, which is initially expected to be available as a standalone iOS app, will allow users to post video tweets as well as follow other Vine users and view their video content.

Some social media experts have concerns regarding the possibility of embedded video content's being posted to Twitter.

In a BBC report, IDC analyst Alys Woodward raised concerns of the potential misuse of the app, stating, "Twitter needs to ensure it can prevent offensive videos from being widely shared and I haven't found any evidence that Vine does that." TechCrunch makes a similar point: "With powerful tools, comes powerful responsibility, and video is one of the media types that is going to require an all new set of eyes to police once it rolls out."

Vine has a Twitter account, @vineapp, but has yet to post any tweets. The official site, Vine.co, reads "Coming soon."
